Lillian is the General Counsel and Senior Advisor at Monge Capital with over 20 years of experience structuring and implementing multimillion-dollar financings at both local and national levels. One of the few Latinas in New Jersey specializing in Federal and State Tax Incentive Structured Finance, she holds an LL.M. in Taxation and is the founder of TUS Advisory Group LLC, advising developers, non-profits, and government entities on Opportunity Zones, New Markets Tax Credits, Low Income Housing Tax Credits, and other incentive programs.

Before joining Monge Capital, Lillian served as General Counsel for a national affordable housing development company. Her expertise spans corporate acquisitions, infrastructure projects, redevelopment, and tax-exempt financing. She earned a J.D. from Rutgers Law School, an LL.M. from New York Law School, and a B.A. from Drew University. Lillian is admitted to practice law in New Jersey, New York, and Washington, D.C.
